Sir in eg 3 21:55 when the first compound is expanded the so3 has cf2 group attached to it in just adjacent position and in second compound it's CF3 so shouldn't the first compound be more stable than the first?

Same concept as +I effect. Ch3 has lesser +I than C2h5 and so on, even though Ch3 has 3H whereas C2h5 has only 2 direct H and one C

No, inductive effect stays moderately strong even till beta position. The 9 total F atoms will cause disastrously high -I effect, so first will be more stable undoubtedly.
