Before, claiming anything get the proper knowledge on that topic! What you measured is DC resistance but, it has also an impedance for inductance of coil! Since, there is full of high frequencies in tweeter, the reactance, which is 'WL' is much high That add some about 1.5-2 ohm with 6.5ohm That's why it has written 8ohm

Dc resistance should be 7 to 7.8 ohm for 8 ohm nominal woofer. Showing 5 ohm dc of 8 ohm is not a standard woofer. At low frequency notes the 8 ohm receiver or amplifier will become over heat for lower ohm(4, 5,6) speaker.
