I think if they did meet as kids in cannon, izuku would try to help tomura in any way he could really, maybe even bring him home to meet inko.
I think shigiraki wouldn't have turned into a villain (maybe a vigilante but could be a hero)
I'm sorry to say this, but it's not possible that Izuku could have met and helped Tomura as a child. Shigaraki is five years older than him, and when his quirk was revealed, he was 5-6 years old, so Izuku was a couple of months or about a year old. Only Inko could help him then...
