Sometimes it catches try working it from one side pulling towards you gently. If that doesn't work use a mag stick to pull the screws away and pull up.
Next time align the steering wheel back to normal straight position and keep the nut in there before you yank it loose. Your way of doing it is not correct.

I have a 91 celica with the same style of steering wheel. I loosened the 4 screws but it still won't budge at all. did I miss something?

yes sir you can also use them out of toyota matrix or early 2000 Corolla
Shouldve done the nice leather wrapped GTS wheel (also come in matrix's)
