His managers should be concerned. That repetitive and fixated behaviour is a well understood sign of mental distress. His behaviour was at the very least bizzarre. The PCSO should be referred to Occupational Health as that behaviour in all seriousness is concerning.

It's their training that makes them do these ridiculous things. It is believed that repeating the time or description of the alleged suspect, age of the alleged suspect and using words like "evidential" gives them some perceived authority! What they're failing to realise is that Respect gives Authority! What Respect do the British Public have for the Police? Let alone the Police Community Support Officers? None! Especially when they're illegally parked in a Bus Stop with their panda cars engine running! Respect is earned and not ordered or demanded under threat of violence, arrest and prosecution! Abiding by the Laws that they're employed to uphold would be a very good start! Then they would start to see trust and respect from the British Public and they'd have the authority! "Move along, Sir!" wouldn't be met with "I'm not subordinate to you, I'm legally standing on a Public Pavement, you're the one who's doing something illegal by parking in a Bus Stop, do you think that you're above the Law? you approached me, you move along and leave me along!......Plastic Policeman!" The Peelian Principles would be a very good start!
I seriously think a forenssic psychologist should be brought in to interview this public servant. Even an untrained person can see that there is something seriously wrong with this PCSO. My God it's painful to watch.

It's 13:20 on Sunday Oct 24th and I saw Riley make a Complete Fool of Himself on UA-cam as he Embarrassed his Entire Police Department while he illegally parked a Police vehicle at a Bus Stop.
Whilst having a bunch of people+bus driver (also calling him a plonker) and the camera and finally now the world as witnesses
BTW the time is 21:45

In my days as a bus driver, I had this one instance happen. I came to a bus stop that had three cars parked in it. So I have no choice but to stop as close as I can to allow passengers to board. Cop car stops next to me (blocking the road), and the cop in the passenger seat tells me I could be given a ticket for blocking the road. I point out the three cars parked in the bus stop, but nope I am the one blocking the road. There is something about putting on that cop badge, that seems to drop their IQ to shoe size levels.

I once challenged a copper who was parked on double yellow lines.
He lied and said they’d had a report of a man with a gun. Just then his colleague came out of the supermarket with a carrier bag full of goodies.
He then lied again, telling me they’d responded to a call to the shop.
I investigated and the shop manager said nothing had been reported to them - the copper had been to the shop to collect milk and other goodies for the station.
I got an apology after reporting them as they got a little aggressive with me for asking.
It cracks me up when they look at their watch and record the time to give the impression they're about to do something authoritative to wield a bit of power over you 😂

I just came to the thought that he kept giving the time because he will try to delete everything on his camera up to that point so it looks like the interaction only began once he approached the gentleman for an infraction even though it's the other way around.

Looking down into the passenger seat I could see he'd been on the food run and wasn't wearing his seat belt. So I got his attention and asked why he wasn't wearing his seat belt and he went absolutely bonkers fair play!! One rule for them, another for us. So after he finished abusing me, I recorded his number plate and the time and reported him. Another clown

A serving Metropolitan Police officer has been remanded in custody after being charged with rape.
PC Adam Zaman, who is based on the East Area Command Unit, was charged by City of London Police earlier today.
The 28-year-old appeared at Westminster Magistrates' Court this afternoon and has been remanded in custody until his next hearing on 24 November at Central Criminal Court.
Parking in a bus lay-by is obstruction of traffick, more worrying is he left his car unattended with the engine running.
As a registered nurse, I would say that his behaviour is the most worrying and in my judgment he needs sectioning under section 36 of the mental health act for assessment.
