Hello Ajay - Morena was a notorious place in Chambal area full of dacoits and looters until few years back. Only recently the ASI sites mithaawli, padhawli and Bhateshwar have been made made popular and open to public .
Thankfully you were safe while travelling alone in that area.
Actually Parliament House in Delhi was designed basis the temple at Mithawli by Lutyens.

A huge temple constructed for Lord Shiva a huge Nandhi(now broken) along with Vishnu Namma Ganesa Muruga during 10th century ad but it is not maintained but fortified by Rana kings 19th century..Now this place has been taken by Archeological department and as you said not maintained properly...If maintained it is surely a tourist attraction.

Such a beautiful amazing treasure we hv , n it comes under Archeological Survey of India's custody for preserving n maintaining the same .But the maintenance looks pathetic .pls concern authorities take it to tourism higher officials notice n atleast appoint securities for safety of the monuments ..Small less privileged countries maintain their tourist place which is negligible compared to what we hv in our country so well ,why not we don't give any importance to our valuable treasures ..Tourism higher officials shd make a visit n definitely do the needful ...
Perhaps many such abandoned monument gives impression that its least priority because no scope to earn but to spend. Let's hope approach will change
