I was going to assume Garnet because of the poll but in my opinion Steven although I'd be fine with either.
I like how one of her attacks is just calling the cops. In a game with superheroes, shape shifting dogs and anthropomorphic rabbits, the police coming to take someone away is the one thing that amuses me the most.
And apparently one of the most dangerous.

I am going to give them props for not only getting the classic JINKIES in there, but a reference to the more modern takes of Velma, with the SASS. And she doesn't even taunt, she flat out ignores you for her book lol.
Also her dash attack picking up and carrying people being a reference to all the times SHE is the one carrying Shaggy and Scooby while running away.

I love that Velma's essentially the MvC Phoenix Wright of this game, in that she's not technically fighting, but rather doing her job and people take damage because of it.
Tom and jerry too kind of, they’re not fighting the enemy, they’re fighting each other and people take damage because of it

I like how she reveals the opponent was actually Old Man Jenkins all along.
Same energy as Phoenix Wright revealing the enemy was the person who actually comited the crime.
I'd love to see some character specific alternatives to that, like revealing that Batman is Bruce Wayne and Superman is Clark Kent... although the idea that Superman in this game is Old Man Jenkins in an Acme Superman suit (Wile e Coyote style) is pretty hilarious.

It's funny but I dont get why Jenkins , I mean in SD Where are you ? Episode 8 he wasn't evil I mean he created Charlie the Robot but the robot got out of control so it wasn't really his fault , also when the episode endet nobody got in jail , so it was kind of a dumb choice to choose Jenkins they could use someone else
In a game full of superheroes, toons, and gods, a detective calling the cops is the most dangerous attack. Absolutely hilarious.

I love how all the charscters in multiversus seem to have very imaginative and very character fitting gimmics... it's not trying to be a "smash killer" but really pushes how each character would be futting an fun to play in this scenario^^
I keep thinking Velma is saying "Your homeless Shaggy" everytime but I know it's "Your hopeless Shaggy"

In Velma's move list, the identity that Velma reveals is Old Man Jenkins which they actually use the design that was used in the original show.
Fun fact: despite the meme, there is only one Old Man Jenkins in Scooby Doo and he was never actually a criminal, he was only mixed in with the crime because his daughter took control of a robot at his amusement park.

I love how long Velma takes to fully charge her dash attack, just like how long it takes characters in Scooby Doo to actually start running after they run in place for a couple seconds. Good callback

as far as the two goes, velma i think got a way better deal then shaggy. Shaggy just got made around the ultra instinct joke, but ended with a kinda generic moveset. Velma got an AMAZING moveset with tons of reference to her character/ character traits over the years. And she has a special thats just calling the cops and thats funny

Cuz I mean it’s goofy and Quirky and I know Shaggy is a god in this game but I wish instead of Making his whole moveset all Ultra Instinct Shaggy that they gave him some OG Scooby Doo Qualities
They did
Shaggy actually was pretty strong during one of the movies but he also isn't all UI one of his moves he just rips a sandwich out of the ground, I think one of his abilities drops scooby snacks and it makes sense because he would be too similar to a couple other characters considering so many cartoon characters fool around like bugs bunny and Willey. Plus Velma is there to balance out shaggy with a full moveset stuff directly from the show.
