Thank you for your question. It has all to do with the complex status of English all around the world. Kachru's framework has helped us (albeit somehow crudely) understand the different ways that English is perceived around the world. For example, what are the differences between the way English is taught in India and in Taiwan or in Brazil? There are differences, and Kachru helps us see what they are. I hope this has helped.
