Both interpretations are accurate, but it might make more sense to imagine it as an off-kilter B chord, since it's played right after a B Major.
The main part has Dave playing a B on the top 4 strings with an up-strum, then he'd play this other odd chord, also with an up-strum: e|---7--m--7--m---| B|---7--m--7--m---| G|---8--m--6--m---| D|---9--m--5--m---| A|----------------------| E|-----------------------| m = mute strings. I couldn't use an asterisk that's commonly used in tabelature, or it would change the font. The odd chord, if you interpret it as a B (since it's up-strummed and starts on the B,) is a B sus 2 add #5. That's a chord on the "medium difficulty" side, when you get into the depths of XTC chords. If you count the bottom note as the root, then just count it as... B sus 2 add #5/G.
