It's actually a thing again - they took it away, but have brought it back. They did a bunch of research and found that playing the full 20 minutes of overtime very rarely changed the outcome vs. "golden goal", but put the student-athletes at greater risk of injury from exhaustion, etc.
Because ... not coming completely straight? That amount of imbalance in the hands has been acceptable for quite a while. The Rules do say the thrower should use both hands equally, but if you freeze it at 5:18 it is actually relatively equal.
