Usually it means like you have a lower chance of finding rare items and weapons than other classes. Like say they’d have a %10 chance of finding a rare weapon in a chest but other classes might have like a %30 chance of finding a rare item in a chest.

It's a reference to how in horror movies cops are usually the first ones to get killed. If not the first, then they normally get killed down the road. Only if a cop is a protagonist or one of the protagonists does he or she have a chance at survival. But for the most part, being a cop in a horror movie normally sucks. Hence, why they are "unlucky." But I have no idea what it could mean into the gaming context. Could mean they are likelier to get caught or killed in the game. Maybe they are likelier to come across terrible loot.
