They were dancing and singing their souls out back in those days in an old warehouse before they actually performed or sealed a record deal and they performed that one many times live, too. So yeah, they could perform perfectly fine with no lipsync. Was this lipsync? Kind of both, you can actually hear AJ and Brian's vocals, but they're not singing the chorus and you can clearly notice the voices are clean so yeah that's the original studio version. This must be due to something about the TV show, probably they didn't want them to perform live for whatever reasons they had. You can look for any other live performance from 96-98 and you'll clearly listen them singing and dancing like it was simple to do. If your comment is like this video in particular, yeah it's a little hard to say yes or no bluntly.

They aren't lipsyncing completely, the solo parts of aj and Brian are singing over the prerecorded track however in the choruses they are lipsyncing probably due to the venues conditions. You have to remember that whenever artists like the backstreet boys who are willing to sing live lipsyncing it's because the venue or tv programme can't or doesn't want them to sing live.
