Yes in general for one plug ecu only eeprom is required, even if you only remove eep, car will also start on some old sw edc15c2 (1 plug ) for PSA. But for other 3 plug is required eep+flash.
The software its free on forum cartechnology, who made the software provide also activation key. Even if i share it, you need to go on forum and request activation key from creator.
