Yes it can. In a CUBE environment, the same dial-peer is often used for both incoming and outgoing calls. Incoming calls would be captured using "incoming called-number ", and then outgoing calls would be sent out on the same dial-peer configured with "destination-pattern 9T" (or some other outbound pattern).
