The dollar stores really need to educate their customers. As a former balloon artist I used to always educate my customer.

I am the person performing the demonstration on behalf of Southern California Edison Company, and the closed caption was added by an unknown 3rd party, hence the questionable narrative, i.e., fifth legislation. The video segment which follows (attached) this demonstration was not part of the safety series and was also added by an unknown 3rd party. Essentially, the messaging is clear. Maintain 100% control over metallic balloons at all times and never release them outdoors. Be Safe - Always

There was an idealistic informercial (how do you call that in English) where they showed a balloon floating away of a child that was overrun by a car ( a message to watch out when driving near residential areas where children play in the street). It got engrained on my retina forever and everytime i see a balloon in a movie float away like that it makes me cry, while drunk drivers couldn't care less. Well i was mistaken, it is a kite in that movie, but it evokes the same reaction: youtube qSdb14V26io The movie was shot on 16mm by Ferenc Kalman Gall in 1981.
