2:18 thats called smeers that are a staple of action animation used to covey weight, speed aka momentum and the reason for the look of that line art is grain and the post processing done by the DoP. We can expect decent action from this series as this looks like a priority project for TMS but sadly they aren't currently well equiped with any production line that can do justice to while also executing the action depicted in the manga. Personal not of fan of how they processed the shadows and I'm also mixed about grain filter.
2:31 I think it's about time Indian AniTubers start introducing & using some animation specific terminology rather than saying things vaguely like this. Also its not that hard most of it is actually very simple and logical, just need spend 5 or so minutes to read about them on the internet.
