Probably because if a regieleki destroys a goal zone it immediately makes it 0 I think
You cant manipulate how much overscore will do enemy. But you can minimalize it when you goalzone is low by putting regieleki IN. Its also better than letting regieleki move to second goal zone.

While sleeping enemies cannot pass through Snorlax’s hitbox and enemies hit by the snoring are dealt damage, and slowed by 30% for 1s. During the nap, Snorlax continually restore 8.5% of max HP, 9 times. This move can be recasted to flip over, dealing an extra instance of the snore damage and throwing enemies in the air for 1s.
