      Tariffs are a great source of income, but will also make it harder for your your PoPs to get their needs. I usually set them at 100% and lower them when the PoPs start getting uppity. In regards to subsidies: I like to subsidize all of my factories, but that can get expensive. Overall, use common sense. Don't buy what you can't afford, and don't tax people who are at risk of rebelling.

      Rebels are just part of the game. Victoria II isn't about preventing them, it's about either minimizing them, or exploiting them to achieve your goals, like putting certain parties in charge or resisting invaders.

      Me playing with the great HFM mod don't have this rebel problem at all I've played Prussia/Germany, Italy, France, the USA, Japan and Spain and had never any problems just all 5-10 years 5k-20k rebels except Spain with there fuckin' Carlist rebels.
      I am just to nice (always Reform if possible) or has it something to do with HFM ?

      @Party Like in 1945 Yes, but bear in mind that communism doesn't spawn until later in the game, and that revolutions tend to cause counter-revolutions. Expect a bumpy transition of power.

      Just to clarify the "Devs don't know how the economy works" thing. That's technically true for all software. It's a bit like designing a new car. The guy who works on the dashboard probably doesn't know anything about how the engine works. However, if the engine guy leaves, that doesn't mean that the company is helpless; they can always just assign an engineer to teach himself how the engine works and finish the job.
      Besides, software development these days puts a lot of emphasis on documentation since it's not uncommon for engineers to switch companies. Learning unfamiliar code is a regular part of the job.

    Important note: Lassaiz-faire can be decent once a nation's industry is already developed. If all the Capitalists need to do is upgrade existing factories and build railroads, the various bonuses Laissez-faire provides can make it worth it.
    Just don't go Laissez-faire *before* you industrialise. The Capitalist AI is nearly incoherent with what it builds.

      Countries that use large amounts of steel already produce their own. And foreign products are only bought when domestic products aren't enough. So you will hurt your economy in the long run.
      You might be able to do that with exotic goods though. As most industrial nations have access to coal and iron.

      @@sciuresci1403 you dont know how the economy works do you. so in brief, countries only build what they have not what they need, as such laissez faire countries will bankrupt their factories if steel is too cheap to be profitable. this will also happen with interventionist and state capitilism but more rearely.

      @@jam8539 you don't know how economy works IN the game. Like I said those factories won't go bankrupt unless they don't need steel.
      If a nation is buying steel they will buy it from their own market first regardless of the price. You could give steel for free and they'll still prioritize buying domestic steel.
      Only thing you could hurt is their capacity to export. That's going to drop their rate of employment but it can't bankrupt the factory as long as the nation itself demands steel.

      If there were any more modern strategy games set in the victorian era I'd happily check them out, but it's a weirdly underserved niche in video game settings. The only thing that's really hit the spot is the Civ 5 scramble for africa scenario, which is obviously really simple but still quite a lot of fun

    Input/output efficiency are better in many scenarios than throughout. If your factory is not profitable due to requiring more costs in input than it produces value in output, increasing the throughput will make it even less profitable, whereas increasing output or input efficiency can bring it back into the green.
    However, the best way to increase efficiency is with clerks. Having 20 percent clerks in a factory will give you 50 percent more output efficiency, making your factory redicolously profitable.

      1. Glass and wine are good early game
      2. Liquor is ALWAYS good. Its hardcoded to never have a demand ceiling so it always raises.
      3. Take a look at the market for demands that need filling. Specifically HIGH QUANTITY goods. Dont get caught on fancy shit like lux clothes and furni. They have low demands.
      4. Electronics and cars are good late game. If you do it right, you can monopolize those particular markets lol.
      5. Craftsmen dont start mass promoting until a pop is at 30% literacy. Clerks at 50%. Check on the wiki. There isnt too much of a point in heavily industrializing before this. This is why 30% lit is CRITICAL if you dont have it.

      @@x999uuu1 if you want a full vic 2 experience you need to play mp and trust me consumer goods suck major fucking cock. you want canned goods in every state with fish, grain or livestock and in any state that has "industrial" goods like coal, iron and sulphur you need to pump out ammunition explosives small arms and most important of all artillery but keep in mind this is the mp meta sp is another ball game because the ai is braindead and wars end in a week

    4. Early game, or at lower prestiges, you may find that you can't get your hands on enough goods for factories. Try to shoot up in prestige more and get better RGO output techs to assuage this. Time might work too, as the game progresses more shit is made.
    5. Look to see whos in your sphere/whos sphere youre in. If youre in the UKs sphere you get access to all their (and Indias) resources before ANY other country outside their sphere.

      Can't tell if your joking or not but in the upper left corner is the production tab. One your in there look to the right. If you have state capitalism or planned economy just click on the plus and pick the factory you wanna build

      If only it could've been that way. By the 19th century slave labour was massively expensive. The trans-Atlantic slave trade was dead, so you had to rely on your slaves breeding. Because of brutal conditions and death rates this made demand far outstrip supply. Additionally you have to feed and clothe your slaves, which can end up being quite expensive, especially when they're too young or too old to work. You can't really fire slaves, because then they'd be free and that makes you look bad in the eyes of your slaveholder buddies. Cheap immigrant labour was far, far more efficient, and it's one of several reasons the Confederacy never stood a chance.

    Regarding tariffs as economic warfare:
    Higher Prestige == get to buy from the global market before others
    Lower tariffs (subsidies) == your pops and factories will buy more from the available markets
    both combined == you can drain valuable resources and use them for YOUR factories which employ more of YOUR pops and make them promote, giving you more taxes and happier people, while undercutting the other nations industries

    If you have more money than you know what to do with (I mean like, over 100 million) put tariffs at lowest, taxes at lowest, choose interventionist economy, encourage capitalists, and subsidy all factories… while you will stop making any money, but your industry score will start climbing rapidly… if you have the population to support it that is, because industry score is also calculated with how many factories are producing stuff, not only how many you have, or how many times they have been upgraded. This is best done in the US, as they get constant immigration attraction, while France or Italy aren’t really populous enough to do this.

      I did this with Russia. 2000 industry by 1890 with 0 expansion. All of this with just 90 factories.
      I fielded 300 regiments at the same time so high expenses.
      I put quite high tariffs at first, while building factories+upgrades and encouraging craftsmen in bigger states. Then tried laissez faire with 0 taxes and -2 tariffs i believe, industry skyrocketed

    ​Victoria 2 maybe is the most fun Paradox game to me, i probably had a long learning curve but i enjoyed it to this day, unlike other Paradox games which puts an emphasis on being big and powerful military, Vic 2 puts being good at everything notably economy but maybe not just economy but the way constant geopolitical battle, from prestige, industry and of course military plays, i rarely played like what the tutorial said about managing economy all i know is build a large industry and military be respectable and being in great powers, really if you grasp that simple concept, you can play Victoria 2 for days straight, i love it, if there ever Victoria 3 i would jump out just like when i heard a new GTA game announced

    I would sometimes play Interventionist economies, close any factories I didn't like, and foot the bill for the random capitalist projects to make new factories. If these factories were bad, I'd just repeat the process until the State got the factory it needed.
    This was all because I thought that Interventionism gave some sort of mild benefit to Factories compared to State Capitalism.

    Having tried out some of your tips, I think you should go into how someone should choose what factories to get, as it the default "build factory" window doesn't show which RGO's boost its production.

      You can see what goods a factory needs on the right side of the build screen. Any RGO or factory that produces these goods will grant a productivity boost so long as it's in the same state.

      @@CallMeEzekiel the idea to build factories where the rgo gives the 25% boost works sometimes but I think you should have mentioned if you have only a small pop in a important RGO resource maybe the factory should go somewhere else. The 25% buff is meaningless if your putting factories in your precious iron provinces and causing the mines to lose the output that factory depends on when the pop is still somewhere

    you have to think extra carefully about where you put your factory.
    I would only actively go for the RGO bonus if you're already producing a huge amount of said RGO; Labourers working the RGOs will become craftsmen in the state, meaning you'll be producing less until your factories start importing.
    secure the surplus before you go for the bonus.

    Funnily enough, industrial subsidies, building up key industries, protectionist policies, and economic intervention, were pretty realistic actions taken by the government to set the foundation for rapid economic growth. I mean look at the economic histories of China, Japan, the German Empire, etc. So I think victoria 2 is pretty realistic in terms of economics, which makes sense considering this is a simulation of the industrial revolution.
    TL;DR: laissez-faire sucks in game and irl.

The point is that laissez-faire is inherently hostile to human life, i.e., it will be hostile regardless of how you "use" it. In order to have it not be hostile, you would have to regulate it, at which point it wouldn´t be laissez-faire, would it?
      Now, as to why are we saying this: read the book. I would like to simply tell you, but this is a topic which resists simplicity. Besides, it is a great read. I think I have it in pdf if you´re interested.

    As someone taking the undergrad course, Victoria 2 makes sense in a historical perspective. Only the western countries developed their economies enough naturally. Well of course, the British had to use Indian labour to feed their isles. The USSR and China basically made revolutions to modernized their economies to today right now. They needed state capitalism to develop their countries and laissez-faire.
    Other countries like Japan were able to industrialize through the military. A great military needs a good industry to support it. We see this today in how the Asian Tigers developed their economies like South Korea. The economy was tied to the military.
    Victoria 3 could be improved in many ways. First is that while railroads were important, they weren't the only important infrastructure. Victoria 3 should show the development of towns into megacities like
    London. For example London had the first undergrounds and metros which increased
    living capacity. The development of these cities and their historical importance should attract craftsmen and industries. Meiou and taxes the mod accomplishes this well.
    I don't know if computers could be powerful enough to simulate companies, corporations, and monopolies, but that would be amazing.
    Politics should be more complex. It shouldn't just be sliders doing taxes. You should get opposition for raising the taxes too high or raising the tariffs. Victoria 2 lacks the implementation of embargoes. We should be able to economically destroy one country because I hate them.
    Westernized nations should have technologies spread to each other except maybe military technology.

      Yeah, nationwide embargoes and regional-based trade will be the most important thing I want to be implemented in Vic3 (if there'll be any). Oh, and maybe corruption mechanic and improvement in military's battle mechanic, like a supply line system for land army. You shouldn't be able to siege Paris as Germany if Elsass or Ardenennes had been reclaimed by France's troops.

    Thanks for the tutorial! Can I ask you a question, you seem to know a lot about the game, do you know a way to Increase my primary culture in my colonies? I've seen people in the multiplayer that had managed to have 40% and 60% of their culture in colonies like Borneo and thats crazy I've never managed that.

      There's very little you can do to increase your culture in your colonies outside of mods and certain exploits - which many multiplayer communities use. The best way to do it in the base game is by getting Social Thought techs which increase migration to your colonies.

    If you're strapped for cash, the fact that Cappies can build factories/railroads cheaper is actually pretty good, once you stack up your factories to 8 so that they can't build their own stupid stuff. That doesn't work for the first third of the game, OR for overindustrialized worlds (which is exceedingly rare, but I have seen it happen.)

    If you want profits, just make luxury furniture factory early in the game. Most of the tropical wood is not actually being used and there is always a huge demand for luxury furnishings until the late game.

    laissez-faire is kinda useful late game if you have already set up your factories and don't want to bother anymore. A 10 level factory being deleted due to lack of subsidies is a small price to pay for salvation(from microing the entire economy)

    How to stop yourself from being removed from a sphere?
    I was playing as Panjab(india) and my industry was ranked at number 3. I was
    the largest fabric producer, but Panjab does not have many resources so I was dependent on the British Common Market( i was in their sphere).
    Then Russia used its influence to remove me from UK's sphere and thus my economy was devastated.

      You could periodically declare war on Russia, and then just white peace, giving you a truce. They can’t influence you if they have a truce.

      There's very little that you can do about it. Although @TheGhostLegend001 's idea is actually a pretty good one. Remember: you're a minor power in the 1800s. Those countries had very little say over their foreign policy. If a bigger country wants to bully you then that's just how it is.

      Just use your diplo points to continuously reduce your opinion with Russia as low as possible. They gain influence more slowly as your relations go down. At -200, they won't gain any influence with you whatsoever.

    why when you can just have an insane amount of capitalists constantly building stuff? micromanaging industry is a pain. interventionist is the best because you can avoid capitalists closing factories without increasing the price of factories too much. laissez-faire is for when you have a huge economy and a lot of capitalists (USA,UK, late game Russia/Germany).

      When it comes to convenience, the free market is absolutely better! However the theme of the video is how to manage the economy, not "how to not manage the economy." If you're looking for a good mix of control and convenience, state capitalism is the way to go. You can both build factories, and let capitalists deal with the annoyance of railroads.

      @@HipFire1 capitlists are trash, they build bad factories in bad states while also creating factories in states you want other factories in. If you want to hardcore micro manage industry by connecting factories with their rgo resource and making complementing factories then that is micro managing. Or you can just build the factories you want in any state which is exactly what capitalists do only you can pick what factory to make.

    Great video, can you expand on the debate on high tariffs vs high taxes, and which classes you should tax more? The militancy gain from high taxes is nice, but pop promotion from low taxes is also important. I normally don't tax the rich until there are plenty of capitalists, then I full tax once I no longer have to micro railroads. Once I have healthcare/education, I lower taxes on the poor and middle class as much as possible and raise tariffs to compensate, especially once literacy hits 50%. I've had disagreements on reddit about this though.

      The amount of taxes you need to collect is really down to what you're trying to do. If you plan on managing the economy yourself then you'll need a lot of money. Similarly, if you plan on fighting a lot of European wars then you'll really need a lot of money. On the other hand, if you want to let your PoPs run things for you then low taxes are best, especially on the rich strata who need the money to be able to manage the economy! However, the bare minimum in taxes you should be collecting is enough to finance the military and max out the administrative and education budgets.

      My tariff policy is 100% tariff until 3 factories are built then 50% until 5 and then 10% for the rest of the game. Tariff money is sweet and tempting but you will harm industrial growth if you keep it high as factories are building in your nation.

      @@maestus6 I understand nothing about the game as on now(since the in-game tutorial doesn't help). Though from what I can see the warfare system is terrible, because it completely removes almost all player input. Other than that it looks ok, it has potential but the UI is pretty mobile-game like. Overall if the game is gonna release like this it's gonna need a LOT of DLCs and mods to fix it.

      Get the highest prestige score in the game, while building a max size stockpile for every good possible. Then, once they’ve all been maxed out, allow your POPs to buy from your stockpile while you’re still buying up products. The game makes goods available to you depending on how prestigious you are, so if you’re the most prestigious, you get to buy from all of the produced goods on the world market first. Combine this with allowing your POPs to buy from your stockpile will make it so all of the worlds goods go through your stockpiles and then through your POPs. Unfortunately, this will hurt you a lot more than it’ll hurt the world economy

    how am i suppost to make money though if my pop's taxes aren't enough?
    the only strategy i know of is to research tax efficiency techs, and also decreasing army and naval maintenance
    sometimes factories i make are profitable, but most of the time they arent, and it's a constant drain on my economy

      Think you need to control resources for the factories, their needs as well as someone to buy the goods you produce, spheres of influence etc. For example, I reduced my military budget to non existent, and canned goods were not really selling as there was no one to buy them, don't think canned goods were being sold to the market because the stockpile just sat there going up, they were having trouble getting resources, either not enough workers or just the goods weren't really on the market or enough of it on the market. Seriously paradox could of just took this game, and make it into a pipeline node based title, instead of menus... instead of the current almost totally different Vicky 3. So you actually see what is connected to what. This game is like a grand strategy game of anno series, economy anyway

Vicky 3 is fun in a different way, you have a quality of life meter and general happiness mechanics based on this, and intellectuals who help beef up your research. Vicky 2 has economic simulation to help boslter your countries influence to promote whatever ideals you wish... It's literally what it was like in the 19th century. Vicky 3 focuses on something based more for today rather than 19th ideals.. it's still fun but not immersive as Vicky 2.

    Hey guys I need some help I’m playing China right now and trying to build tanks. I’ve built a lot of tanks but need more. But they won’t build. I look at the army building screen and I need more tanks and I need ten for each unit. I look at how many tanks I make a day and I make 12 so why are my tanks not building when I make all the needed goods? I’m telling the game to buy up as many tanks as possible and it’s just not working. Can you help me?
    Edit: now I’m making 30 tanks and it’s still not working
    Edit 2: ok for some reason when I click buy on the trade screen then click confirm trade then click sell then click confirm trade again for some reason that allows a tank to be built.

      All your tanks are being sold to other countries. The factories think it's more profitable to sell em to everyone else. But by pressing the buy button, you're manually buying them first and stockpiling for the nation

    Imma be honest: I almost always never touch the economy or factories when playing Vic2. Idk why, I think I was just never instructed on what the hell to do (until now). I just enjoy jacking up tariffs and taxes and waging content war. And I’ll build railroads just cause I like how they look.

    So let's say with a country like Japan or Russia, or for that matter, literally any country - when do you start making factories? Do you build the basic pop needs at the start of the game and try to subsidize?

      There are many potential answers to this question. Personally, I would industrialize as soon as I could afford it. Even though early game factories can be pretty bad, it's still nice to have the factories already in place by the time tech makes them more viable. If you're playing as a smaller/poorer country, hold off on industrializing until you have 30-50% literacy so you don't waste any money.
