In Russia, snow holders do this. Maybe it's them.
Holds snow and/or ice from slipping off the roof. Places with heavy snow, can use the snow as a insulator.

It's a mini tower crane. Terex is one manufacturer who makes them.
16" / long screws seem such a waste rather than steel brackets. and regular joints there are covers. amd dexorative finishes.
