Rare skins? If you are talking bout the corrupt skin, for me I just maxed out all rebirths and prestiges then buy the data chips for the corrupt skin.
You can buy the skin at anytime

The elder I think from getting all rebirth
Corrupt getting 15 data chips and give them to the npc behind the home town
Helper you get by joining the group
I think getting the tycoon skin by completing your tycoon
