My phlox grows spills over my garden bed into my driveway about 3’-4’ over the asphalt. Instead of trimming all of it back in the fall I take my half broken clay pots or other SHALLOW containers and put soil in them. I lift a small section of phlox up and lay over the containers and by spring they are rooted in and I just cut the stuff hanging from the edge of the container to separate it and transplant. No extra stuff needed, just let nature do its thing. I find the deeper containers are not necessary and you get more this way.
It also works with Lithadore. (not sure if I spelled that correctly) it is similar ground cover like phlox except it has very vibrant tiny blue flowers…same growing habits and growing conditions.
Love phlox, mine seem to get damaged in the fall. Between fall leaves, and cleaning the leaves up. Is it better to have a thin layer of leaves over the phlox?
I don't think it is going to hurt the phlox in any way. In the winter it's branch structure does make it to where it is almost like Velcro and leaves, etc. get stuck in it.

Would ALOE VERA or cinnamon be a sufficient growing hormone replacement?
perhaps? But I would think your percentage of rooting would not be as high.
