I also have a video of the mall (which is now closed as a mall). In the early 1990s, I was still in middle school. But I imagine the area was a lot cheaper than it is now!
This video is a year old. There’s a brand new library now. It’s two or 3 stories. That building you were born in was the COVID-19 shot facility in 2020-2021
Although it turns out that I wasn't born in that building---I was born in the birthing clinic when it was in another location. And the new library sounds nice! :)

Also watching your video right now didn't know you were born there also I first visited Mount Vernon back in 2010 I like it there kinda like a second home to me

For two Christmas seasons (1992-93) I had a temporary story at the mall in Burlington. I stayed in an old RV park in Mt. Vernon.
