550 for the whole menu sounds reasonable. I converted it to my local currency and compare to the total cost of my local fast food and it has a bigger bill
$132.33 USD for ALL THAT FOOD?! Here in rural northern California, that's almost exactly enough to buy all 11 chicken plates from our local Chinese place. If you go for beef or God forbid, prawn dishes, you're outta luck. These are just the combo plates that come with steamed/fried rice or chow mein. Not to put the local guys down at all, because the food's great and this IS California after all. $12 for a combo is pretty good even up here. It's hard to see exactly how many items were on that menu but Step 2 has 10 items, they considered the spag & cheese another item, and you have choices of your rice and noodles. Overall, especially for a posh mall, this seems like a good deal.
The reason why the price is high because his restaurant is located at Pavalion Mall. A big city where the cost of living is skyrocket so that's why the food price here is high compared to small town or outskirt mall
