You can dictate what class of people by the men's hats, Top Hat =- Upper Class, Bowler Hat = Middle Class, Flat Cap = Working Class, so I think you are right about them being too pricey for the workers. However, it was a fairly new tech by then and within 10 or so years it had become affordable for everyone, the rich had moved onto cars.

People on the trams looked well dressed. I imagine they must have been quite expensive to use and out of the reach of poorer people.
