From dirt this type of Terracotta clay can not be prepared, because this clay is developed by nature due to weathering and ageing over thousands of year.
Naturally this type of clay may be found after digging 6 to 7 Feet in that places which were never used for construction.
So I hope you can understand that this Terracotta clay can not be made from any type of normal dirt.

How to dry it to make it hard

Just leave it for some days, and dont put it on sunlite, drying process should be very slow to avoid crack. And after drying you can apply colors on it.
