I believe you are correct. I miss understood engage and attack. I will verify it on the forums.

So how about Crack Shot? It says before you neutralize… is that after the modification steps?
Yes. After each player rolls their dice and modifies them, you spend crack shot to cancel one of their evade results. Then pair the dice.
