Lieutenant Danny Quince of the Los Angeles Police Department, calls on McTiege, a former CIA agent turned bounty hunter, to capture Malak Al Rahim, an international terrorist who has been planting bombs around town. It turns out that McTiege is being used as bait for Malak, a long time enemy of his. Now Malak is hunting McTiege. Knowing he's under surveillance, McTiege has Danny dress up like him so he can escape Malak's watchful eye and get some work done. Much to McTiege's horror, Malak blows up the boat Danny is on. Thinking McTiege is dead, Malak begins his reign of terror. When McTiege finally captures Malak, he sends his bounty money to Danny's unfortunate widow.
