There's a few things you can kind of pick out here that ends up helping things make sense in the end. First off, when Bart reveals his scar, he's somehow knows it's on his right side, but you see that because on the right side, that means he would have to be Hugo. But the fact that Bart knew which side lift up his shirt means that he was probably putting on an act. He probably knew that he was the evil twin to begin with.
I mean, let's think about it. If they switched roles, and Hugo is never mentioned again, there's a good chance Bart is still in the atic for every episode past S8E1, and the Bart we see on screen is actually Hugo. That would be very dark.
