so you are cutting them at an angle so the front locs are a bit longer but what kind of scissors do u recommend

Is it okay to cut while needing a retwist?

I personally wouldn’t. There’s a chance for them to be uneven! Plus they’d be in a shrunken state and wouldn’t show the true length .
