You can make a channel or a group, they can be public or private and oc you can link them. You can also monetize your group or channel (actually I can't recall if it's one or the other or both, channel or group) you can definitely charge a subscription.
telegram is encrypted using MTProto, if an app isn't end to end encrypted this doesn't mean that the app isn't encrypted, very bad mistake, telegram allow you to send up to 2GB with a free account and 4GB with a premium account

people who switch to telegram for more privacy is just laughable. you want privacy use pen and paper. even Signal and Session are very sus..
