Using a bluetooth thermometer when temps are below zero F it I does not keep a safe temp of 20 degrees or more It's not unusual to see -15 or -20 F and when it isn't safe I put my lab in the cab. I know it isn't as safe in a crash, but I don't want him to freeze to death.
Have you tried the same experiment with a regular insulated kennel cover over a standard kennel? I know my dogs have always stayed fairly warm with a Muddy or a Drake brand insulated cloth kennel cover over a regular pet porter or a Ruff Land kennel. I just got a Gunner for my new dog, and I got the all weather kit and the cold weather door. We don't usually travel in sub zero temps, but I might on rare occasions. I regularly haul the dogs during waterfowl season when it's in the teens.
