At one point, Mei was always a shy girl with amazing grades and lack enthusiasm or determination hinted by the late Murata Himeko. Skipping a bit on the background of things... with Kiana grown up with Mei and vice versa, they both created a loving bond for one another. And when you account to where we are at now... it makes clear that Mei has dramatically changed over the course of Kiana reawaken as a Herrscher of the Void and seek of killing Kiana for that matter. Yeah Mei was deemed useless like she says in the story, but going above and beyond to save that one person who changed her life forever viewed by us players is clear. Mei, knowing full well that her own Herrscher powers are slowly creeping up from her dark emotions, will stop at nothing to bring Kiana back. Believe, if I was in her shoes I would've done the same.

Never intented on having both Kiana and her friends killed, because he needed them alive to complete Kallen Kaslana's ressurrection. But in the end, Otto apocalypse had ended up bringing back the New World 6th Herrscher of Death: Kallen Kaslana herself.

I think the Tesla ELF will probably be released along with Herrscher Mei. When they release S-rank battlesuits they usually also release an A-rank one as well. But in the case of ELFs, there is no need to release an A-rank if there is a new S-rank together with the ELF. (Example: Empryea Fu Hua released alongside Fuxi ELF)
