Actually, this sort of liner is perfect for hooded eyes. I have hooded eyes myself and every time I'm doing liner on myself or another person who has hooded eyes I fade it out like this above the crease because you're able to do quite a servere step (that's what you need for your liner to still look good when your eyes are open) but it doesn't look harsh or weird when your eyes are closed. Also you're able to place your eyeshadow quite high on the outside which will lift your eyes dramatically.

I love the way she took the lash, cutting it to inhance the outside corner of her eyes, which gives depth to the smokey eyes effect. Very creative.
