The journalist shot the video first and they called to the local health/hospital administration. Then an ambulance was sent to pick them up.

See the sequence of action as you described 1st shot the video and then called up the administration.
For sake of humanity we should be taking such videos whether its publicity or TRP or what not.
Also I do respect the action of calling some administration for ambulance.
For a moment lets say he called up the local authorities first and then took video. So the journalist told this guy "Bhai thoda chal k dikha video le raha hoon.. haan rukho thoda peeche se.. aage video leta hoon" (its not some cctv footage) -Doesn't make sense.
He can just tell him the ambulance is on it way and stop your journey towards your village.
