Each domain has only one admin server. Admin server doesn't have any dependency on applications because applications are deployed on managed servers. So if admin is down then no impact on applications. However, you will not be able to access the admin console and not able to do any configuration changes and deployment of applications

There are no limitations, you can create as much as you have your hardware resources. Yes, each domain has separate admin and managed servers
