I had the same problem. I changed layout after layout untill i found this one to be working well. If i tried anything else, their defence and repair speed would overwhelm me and i would simply look at my base getting slowly destroyed. Best way to win every game is to take the least amount of damage and to destroy the enemy or cripple them as fast as possible. I usually focus on taking out as many guns as fast as i can and leave one or two that my defences can easily block, kill most of the soldiers, and after that everything is easy
Well, after you complete the entire campaign you get all the medals Each medal gives you +2% chance to get a perk after a victory With all medals you have a total of 10% chance to get one. How i got so many? Simple (but painful) I beat a level, and if i don't get a perk (or i get a shitty one) i close the game and open it again. This way the game won't count my victory and i will have to complete the mission again Sometimes i restarted a mission 20 times just to get a good perk. But remember this: This battle reset trick only works when there is a dialogue after a battle, your only chance to close the game, otherwise after the victory screen (and perk won, if you won any) you just get back to base with no chance to erase the victory crom the game memory But the game has a lot of dialogue after many battles, so you have many chances to do that trick So if you know how the enemy A.I works and you know how to beat each level You can just restart missions till you get the goods, but you need a lot of patience... I will also make a video on this subject
Volunteer perk One extra soldier joins your fort There is also Auxiliary Forces perk with the same efect If you get both you will have 2 extra soldiers in your fort
Here is my advice: The whole game is doable with just Basilisks, Hydras and one Hiperyon. Try your best to kill all enemy soldiers before blowing up the enemy fortress so you get more experience.
Well, in the early game after you get Fort Sycamore there is a weapon slot where you can't place anything else than mortar and rocket laucher. But after I got the Axiom I only needed Basilisks, Hydras and a hiperyon gut to stun the enemy's most powerful/annoying weapon or a defense system piece. I only invaded to get the extra money 😂

Fun fact the whole game is doable (no nuclear strike) with just basilisks, hydras and a hiperyon gun. It's actually that easy.

Some level are sometimes not doable with hydras and ballistics so you have to invade or use another strategy
