These were used for assassinations
They were for shooting out lights at night, tires of potential getaway cars near a target, sentry dogs, and human sentries. The role is currently filled by the MK24 MOD0 (HK45 Compact Tactical) with a suppressor and IR laser. Suppressed pistols don't seem to get much use thanks to long arms like the MP5SD or MP7 or .300 BLK carbines with suppressors being quiet enough for most of what they do.

Does the Ruger Mk.II have any US markings?
It does not; not surprising given the likely nature of its work.
