For me the army was not blocked, but they were standing in front of my city. Seemed that they could not attack the yellow walls. The only problem was not to open the gates accidently or killing the palisade with my Onager.
Dragon Ship is actually an heroic unit, which means it doesent cost any pop. Its a better Fire Ship in every way, but most importantly, it regenerates HP pretty fast :-).
That 360 noscope trebuchet shot on the onager at 7:05. Took me various tries to kill it without losing valuable units, and he just hits a treb shot. I can't even.
if you block the shipments the next shipment will never came because the timer for the timer for the next shipment is based on the time the shipment arrived on your temple. Using that time you can wipe out every single enemy without caring and just fast forward to win

Too many shipments means you really have time to build up and while the first two are challenging the next are a walk in the park. Also, the red transport ships loaded with units (Wu Navy) are supposed to attack once you start building the Temple of Heaven. But by that time they are usually all sunk...
Could tell at 1:08:20, viper trying extra hard not to say it was a formality, because he didn’t want to have to replay nearly 70 minutes of campaign following shock defeat...

this map is so much harder in Definitive Edition. 15 in-game minutes instead of 25 in-game minutes (at 1.5 real life speed) between shipments, and the lake is swarming with enemy ships.
I would love to see you try this scenario again nowadays, with all the updates and balance changes that DE offers. For starters, the pathing of the transport ships is different, making things a lot harder imo. Chinese also have better monks, making the campaign different if you decide to focus on it. Overall I found this the hardest campaign in DE and although you've beaten it in HD, I think you'd find it fun with how much more aggressive they are now. The DE version also has fortified towers scattered across their bases rather than plain keeps, which outrange cannon galleons and OHKO them, making storming their base for an easier victory much, much harder. In the original you have 25 mins in between each shipment, but only 15 mins in DE (it's still 25 for the first shipment, not the subsequent ones though). Not to mention the AI micros their ships better now. The list goes on. Overall it's much harder than in the original and a good challenge.

I think you were just missing the correct line in the mission description. It said that it will build ships for you as long as you keep them save. (And you noticecd these.) The 3 mini mission objectives were probably the way to unlock these free ships.

Find the Monk in the southern corner of the map for the first task, the smith is in the east corner (discovering the Chinese Peasant village there will yield 500 food regularly, as soon as their Market is not destroyed) and the shipyard is in the north corner. Here, Dragons Ships (a special kind of Fire Ships, seem to have a good effect on buildings and good protection against arrows) will trickle out as long as their Dock is not destroyed. One small tip for Chinese pronoutiation of Chinese words: the Q and TZ have to be pronounced like "CH"
