With the regular inclement weather at this airport, why have they never installed runway lights? They could've raised the money with humanitarian appeals and then used the lights when these weather emergencies arose. For that matter, airport workers could stand at the end of the runway and hold torches when that sudden fog envelopes the airport and they know a plane is trying to land. They could try *something* besides just standing there and twiddling their thumbs. There was no reason for those people to die.
Because they have other procedures that they follow that negate the need for landing lights. First and foremost the runway should have been closed when this landing was attempted. Both the crew and the person operating the airport violated that rule. Essentially any situation that requires lights closes the runway. Part of this reasoning is Lukla isn't exactly hooked to any part of a power grid. So all electricity needs to be generated on site. So adding lights not only costs the instillation of the lights and their maintenance, but the instillation of a generator, backup generator and probably a battery bank to back those up as a fail safe since people would become dependent on the lights. So 5 million dollars in lights wind up costing 50 million by the time you fly everything up there plus a few million a year to maintain and operate. It's more sensible to just not have the airport open when lights are needed.

because you need 900m for the approach lighting system _before_ runway... this is not an option for this airstrip - it is purely VMC-airport
