It's pretty random. Sometimes the AI is great, other times they suck.

Hoi4 supply dumb and broken. Yup once had 30 ai units surrounded in 1 tile and they still didnt go above 5%. Ai can also stack hundreds of division on front without any supply problems. Lost to many games because AI and supply system is just broken and bumb.
