Guys like Hal Foster and Alex Raymond. There must still be good money in it, Mark Shultz and Thomas Yeates are the artists working on Foster's Prince Valiant strip nowadays; they can't come cheap.

I believe Bill Everett used that same underwater technique in Marvel Mystery comics 1 for the Namor story.
