Saitama would probably be stronger if he trained in goku’s world tbh.
Saitama is intrinsically stronger just less well trained and versed in skills. And to be fair... we have seen Goku at his new max every time he gets stronger while we have never seen Saitama even try hard. Being punched to the moon in a second and jumping off it hard enough to crater a third of it would hurt Goku. Didn't even ruffle Saitama. It may just be we don't really GET how strong he is yet.

No matter how powerful the opponent is, it will always take one hit to defeat. Unless, Saitama himself restricts his attack. Even opponents that seemed to survive more than one hit wasn't the actual case exactly. For instance, final enemy of S1 had armor on and when he was hit by Saitama, each blow obliterated the armor. So, there is room for interpretation, but ultimately, no other character from any other comic or anime, can beat OPM due to this absurd plot armor.
