Queen Letizia was just expalining how things must be, to all of them. Queen Letizia wanted an equal treatment for her two daughters. Since this is Infanta Sofia's confirmation, she is the protagonist, and she must stand next to King Felipe, and Doña Sofia must always stand next to the protagonist of the occassion. So, Queen Letizia explained it to them. She did not hurt anyone.
Somehow, we can see that Doña Sofia has a favoritism between her two granddaughtes, Doña Sofia always wants to be with Princess Leonor to pose for photos. Doña Sofia shows little affection to Infanta Sofia. Doña Sofia must adore and love the two girls equally. And I think that is what Queen Letizia wanted.
