I am not sure about the pre-payed credit card. No harm in trying. The only other option if your region doesn't support Azure free account is to attend Microsoft training days and for some training, they will offer free Azure lab access for 30 days, or sometime they will provide Azure Pass (credit) for a certain $$$. If i figure out other ways, I will make a video on it.

There are plenty of free services available to use for the next 12 months. You can find the details here: azure.microsoft.com/en-us/pricing/free-services/ There is no upgrade on Azure. It is a consumption-based service.

You will not be changed. Make sure you de-allocate the VM when you are not using. That will save the remaining credit. And use a low powered VM for testing so you can use the remaining credit for learning other Azure services
On signing up for free azure, with credit card card rs 2 got deducted from credit card and saying Microsoft avlbl cash 10000 and another msg : auto pay facility successfully activated on ur card for 2 lac fro Microsoft regional sales and rs2 has been debited. Microsoft Regional Sales can initiate subsequent transactions for a max amt of INR 200000.00. You will receive notification with the txn amt prior to any subsequent debits initiated by Microsoft Regional Sales.is it expected and safe?

Yes it’s safe and you will get the 2RS back in your account after the verification
