I bought a scanner innova 3020 which is obd 1 and obd 2 but up to now i haven't use it. I'm a senior and a retired artisan.

That’s good, that means there’s nothing wrong that needed a scanner. I don’t like obd 1 since there’s no industry standard which is why they came out with obd 2 on 1996 and up models

Either hindi kaya ng scantool makipag communicate or may issue sa network or putok ang fuse ng DLC (Data Link Connector).

B0090:13 ba? Check connections, start from the easiest to access, i usually put some electric grease sa connectors and retest.

So short issue, disconnect the connector na pinakamalapit sa RCM then perform self test to see if you can set the oposite code -13 (open).

Just to isolate na nakikita ng RCM yung open circuit, it should throw B0090:13

Boss, depende sa gusto mo malaman ang level ng scanner na kelangan mo, kung gusto mo full system, kelangan mga matataas na level, i would just recommend to hire someone or bring the vehicle sa mga reputable shops bago mo bilhin *LAUNCH* scanner i heard madami scope na compatible units dyan sa pinas
