Most bullets (the projectile part) in real firearms don't contain explosives either. The explosive is in the propellant section of the cartridge. At 5:55 you can see all the empty brass casings on the floor around Hoihoi-san's feet. I think a lot of the Hoihoi-san material is intended to be comically absurd or non-sensical.
It's explained that Combat san is a rival company's extermination robot, it sees HoiHoi san as an enemy, similarly the later released PestX san is programmed to attack Combat san units.
What David said, and Combat featured here had an unlicensed 3rd-party plugin (the round yellow thing on her back) installed, preventing her from killing Hoihoi, with the side effect of overheating, as depicted in the Manga, which I highly recommend.
I've always wondered, how did anime like this get distributed? Did they come on their own DVDs or would there be multiple on one disk? They're a weird length to be on their own but they're not part of a series, are they? Or were they never released on DVD, only aired on TV, and people ripped them?

If US made insect fighting robots: They would probably look like those generic, standart white robots, like the ones from that movie 'I, Robot', that can only do one thing, and that is fighting insects. If Japan made insect fighting robots: They would look like A FUCKING ANIME CHARACTER! ARE YOU KIDDING ME!? That 'thing' even has tiny clothes and make squeak noises when it walks! WTF!?
US point of view, 1st need to be superbly function, then it have to look alright. Japan point of view, 1st need to look super good, then add the fuction later. XD

FYI those are BB guns, they don't explode on hit. Explosions and Sounds effects were added for dramatic effects.

Short DVDs or CD singles are not uncommon in Japan. Sometimes, even a Blu-ray gets bundled that only has a few music videos on it.
