This is mostly true. Voicebanks of the twin's actual VAs didn't actually exist until 2022 AFAIK, instead most of them used Kasane Ted, himself a modification of Kasane Teto. (I say mostly because a couple used VY2 and at least one used Suiga Sora.) Also, the song in this video is named "Toosenbo."
