The Super Pass only contains DLC 1-4. This DLC 15 here looks like its a part of the Hero of Justice Pack Set, which comes with DLC 15 and will later include DLC 16 when it releases.

Either you're super unlucky, not using it correctly, or if you dare to use it online, probably either you or your opponents got shitty connection.
