They made it so you can't use skyblock items in vanilla recipes IN THE CRAFTING TABLE. In the 2x2 inventory crafting it's still possible, so you should be able to use overflux capacitors to craft a quartz block
You can make a quartz block out of overflux capacitors you just need to use the 2 * 2 crafting area in your inventory.

i think they dont just make the savanna bow 100 damage because the ability also doubles the damage from any enchantments and whatnot
