They’re starting and playing Hayes more because they want to see if a new coach can salvage/help him develop more as a player because they don’t want look like idiots for taking him so high & at all. There are players from that class who don’t even play regularly that are better or just good as him : RJ Hampton, Kira Lewis Jr, Saben Lee, Malachi Flynn. I won’t get into the other PG/SG who are way better lol. So they’re trying to see what they can do b4 the contract come up. Flip to another fool, get to sign a low offer so he keep a roster spot & let him go in FA.
